THE mishandling of Brexit represents the biggest failure of British statecraft since the era of appeasement in the late 1930s. It is a savage indictment of our political class that now, barely a fortnight before our country is due to leave the European Union, Parliament has neither an effective plan nor any spirit of unity for implementing the referendum decision.
